Experis are recruiting for a central government intelligence client for a Head of Transaction Service role on a long-term contract basis. The successful contractor will oversee all aspects of £220m payroll and pension function including workforce cost forecasting and provide advice and direction on HMRC, Treasury and Home Office guidance

Active SC Clearance is essential for this role.

  • Lead on all pay and tax related analytical and technical matters including provision of modelling tools, methods, calculators and corporate guidance to support timely implementation and practical advice to HR on workforce terms and assimilation conditions.

  • Oversight of finance teams delivering Agency non-pay transaction services including all payables, receivables cash and banking and ancillary functions.

  • Responsible for the delivery and oversight of all Directorate matters relating to the management the Agency's 3rd Party assets, cash recoveries and associated covert accounting.

  • Managing regular liaison with Agency partners, civil recovery and enforcement colleagues, Courts Service and Home office staffs as well as compliance with relevant legislation, Court direction, Home Office reporting and the oversight of significant cash movements and returns.

  • Managing provision of all 1st and 2nd line support for Agency accounting system (SUN) and e procurement system (iPOS) for some 500 Agency users, including 1st line support team and internal stakeholder engagement, related Commercial support and close liaising with ICT partner.

  • Provide advice, both written and oral, to non-financial staff, including senior, up to Board level, on all aspects of transaction services including the effect of any changes to taxation and pension regulations.

  • Manage projects, resources, programmes, planning activity or campaigns to ensure work is completed within agreed timescales/budgets and quality standards

  • Develop and build internal and external partner relations working collaboratively to foster good relations.

Qualification

  • CCAB qualified with ideally 5 year QBE

Knowledge & Skills

  • Experience of working in a transactional/ shared service environment in a public sector setting

  • Excellent interpersonal skills/customer service skills.

  • Strong analytical and reasoning skills, and Experience of analysing information from a range of sources.

  • Experience of planning/project work.
