Finance Business Partner - Emergency Services Network (ESN)

Rate: Up to £500 per day (Inside IR35)
Our client is delivering one of the most ambitious and nationally significant programmes in the UK - the Emergency Services Network (ESN). This vital initiative will provide mission-critical communications for the country's emergency services, ensuring resilience, performance, and coverage that will help save lives and protect communities.
As part of this commitment, the ESN Finance team plays a key role in supporting the delivery of the programme - partnering with delivery, service, and commercial teams to provide financial insight and ensure the successful achievement of financial and strategic objectives.
The Role
Our client is seeking a Finance Business Partner to support the implementation of the financial planning and analysis (FP&A) strategy within the ESN unit. You will provide insight, challenge, and analysis to drive strategic decision-making, support performance management, and enable the successful delivery of the unit's business objectives.
This is a high-impact role requiring strong stakeholder engagement skills, a proactive approach to continuous improvement, and the ability to operate effectively in a fast-paced, complex programme environment.
Key Responsibilities
- Partner with sub-programmes within the ESN unit to provide financial insights and inform strategic decision-making.
- Lead the delivery of end-to-end financial planning, forecasting, and reporting processes for assigned sub-programmes.
- Act as a trusted advisor to stakeholders across delivery, commercial, networks, and the Home Office.
- Provide challenge and insight to ensure delivery within budget envelopes.
- Implement process improvements to enhance the efficiency and accuracy of financial processes and reporting.
- Ensure compliance with local legislative and regulatory requirements, identifying and managing financial risks.
- Oversee timely and accurate billing, managing customer queries and dispute resolution as needed.
Skills & Experience Required
Essential:
- Qualified Accountant (ACA, ACCA, CIMA, or equivalent).
- Proven experience in financial planning, analysis, and business partnering within a large and complex organisation.
- Ability to manage multiple stakeholders and projects to tight deadlines.
- Confident and proactive, with the ability to challenge the status quo constructively.
- Strong analytical, communication, and influencing skills.
- Must hold (or be able to obtain) an Advanced Security Check (SC) clearance.
