Due to portfolio growth and shortfalls in current capacity, our government client is looking for an SC Cleared Senior Portfolio Manager to drive forward the portfolio ambition through effective portfolio management of governance, planning, reporting, resourcing, risk and benefits.

The Change Portfolio is responsible for the delivery of our clients Change Transformation Programme which supports a number of other business-critical projects and programme.

The Portfolio & Programme team remit is to service the needs of the Change and Investment Committees by assessing, analysing and reporting information which enables sound portfolio decisions to be made.

Role Responsibilities

  • Lead the co-ordination and planning activity to work with the programmes to ensure delivery of the Business Case benefits and outcomes. Maturing capability and the use of best practice in planning and reporting.
  • Deliver timely and accurate reporting on portfolio resource and delivery activities. Highlight key resourcing and delivery risks and identifying themes and route causes across the portfolio so that mitigation efforts achieve optimum impact.
  • Lead the coordination, planning and production of the Portfolio Business Case; following the HMG 5 case model.
  • Ensure appropriate and coordinated assurance is taken across the portfolio.
  • Lead the coordination of the Risk Management Strategy and plans for effective risk management in accordance with best practice with a programme of regular risk and issue reviews with key stakeholders.
  • Carry out stakeholder analysis, using appropriate tools and develop the strategy in conjunction with other PPM managers. Provide advice on the most appropriate communication channel for each stakeholder group.
  • Work across the portfolio to ensure the delivery of benefits and outcomes against investments. Champion the use of best practice and provide expert advice to team members and the PPM community.
  • Lead the coordinate of the portfolio benefits realisation plan, including change control, and monitor longer term realisation of benefits against the business case. Lead engagement with the Business Change team to ensure benefits are identified, understood, owned and maximised.
  • Develop and share best practice PPM tools, templates and benchmarks against recognised standards. Provide expert support and guidance to the programme/project teams.
  • Lead the prioritisation of the portfolio, ensuring investment decisions make the best use of monies available with quarterly reviews and re-allocations as necessary.

  • Proven experience and understanding of the public sector 5 case model for business cases
  • Proven experience of successfully operating within a large complex portfolio of work
