Security Manager

Permanent Position

Based in North Wales

Salary between £31,365 - £37,890 depending on experience

JOB PURPOSE

  • To be the Health Board's lead on Security Management within single area of responsibility (East, Central or West) including district general hospital and Covid 19 related field hospital within that area of responsibility.
  • The post holder will be the area/divisional lead, on the implementation of the Health Board Security Strategy and Policy and provide the direction for the reduction in risks associated with security management within that area/division during the Covid 19 situation
  • To lead on the development, review and management of the security risk profile process within their area/division of responsibility, providing assurance, to the Head of Health, Safety and Security, that security risks within the area/division are being managed in accordance with statutory legislation and national guidance.
  • To be responsible for day to day management of security related staff, including externally provided, both on BCUHB sites within their area/division/region including Covid 19 related field hospital locations.
  • The post holder will assist with the development of a comprehensive strategy and policy framework within their area of responsibility to ensure the safety and security of patients, staff and visitors.

DUTIES AND RESPONSIBILITIES

  • To provide a professional and innovative security function for area/division/region of responsibility
  • To provide support to develop, implement, review and evaluate strategies, policies and procedures relating to the prevention of crime. This includes, but not limited to CCTV, Lone Working, emergency and major incident responses.
  • To provide competent professional advice on all matters of violence and aggression and security to all levels of managers and employees within their area of responsibility to assist with legislative compliance.
  • Research and disseminate best practice in health and safety management of risks associated with violence, aggression, and security across their area of responsibility.
  • To develop an understanding of the legal system and processes along with organisational policies and procedures in line with the requirements stipulated within the Obligatory Responses to Violence in Healthcare (ORV).
  • To thoroughly investigate incidents of violence, aggression and security in order to identify root causes and share learning.
  • To provide support by developing competencies locally, in the completion of risk assessments and development of risk profiles to develop a consistent approach towards violence, aggression and security risk management and in alignment with all three areas of responsibility within the health board.
  • To attend and represent area of responsibility at BCUHB security management meetings in regard to violence, aggression and security, including the production of regular reports.
  • To monitor and develop the Datix incident reporting system by reviewing incidents, conducting crime pattern/trend analysis and ensuring all relevant documentation is stored within the Datix system.
  • To identify urgent issues and deal with them appropriately including RIDDOR reportable, ensuring actions are identified which improve safety and security within area of responsibility.
  • As part of the Health, Safety and Security team, there will be some integration of functions to enable support to be provided across the functions when required. Therefore, professional health and safety knowledge and advice will be provided as required.
  • Able to work unsupervised or as part of a team.
  • To review own working practices in order to develop improved policy and practices and more effectively and efficient ways of working.
  • To be the main point of contact for all security related issues and concerns within area of responsibility and to feed into both Head of Health, Safety and Security and Health, Safety and Security Manager.

QUALIFICATIONS/ EDUCATION

  • Educated to degree level or possess equivalent experience and knowledge.
  • Post Graduate education in security management.

EXPERIENCE

  • Five years security management experience in Healthcare (or security related service) at a senior management level
  • Experience of training development and delivery.
  • Wide experience of management.
  • Experience of dealing with enforcement agencies.
  • Experience of audit processes.
  • Be able to demonstrate the successful application of change and the impact on organisational behaviour.
  • Commitment to involve all stakeholders in all aspects of service development.
  • Able to demonstrate high-level experience of project management resulting demonstrable outcomes.
  • Experienced in positive change management within a large and complex organisation.

SPECIALIST KNOWLEDGE

  • Highly specialised knowledge in relation to the management of security risks.
  • Thorough knowledge of security related legislation and relevant Codes of Practice.
  • Thorough knowledge of risk assessment process.
  • Thorough knowledge of training techniques.
  • Knowledge of Health & Safety Legislation.
