ILS Engineering Manager - Plymouth

A market leading organisation is currently recruiting for an ILS Engineering Manager to take on a permanent position ASAP. The main purpose of the role is to provide engineering and project leadership for, and have delegated authority over, staff allocated to the development of Supportability related outputs during the bid and acquisition phases of CISR (Communication, Intelligence, Surveillance and Reconnaissance) projects. In support of this purpose, the CISR SEM will have a good understanding of the analytical and overall planning and prioritisation aspects of the following supportability elements:

  • Availability, Reliability and Maintainability (ARM)
  • Whole life cost
  • Logistic Support Analysis
  • Maintenance Support
  • Supply Support
  • Technical Information
  • Support And Test Equipment
  • Facilities and Infrastructure
  • Manpower and Human Factors
  • Training and Training Equipment
  • Packaging, Handling, Storage and Transportation (PHS&T)
  • Disposal
  • Software Support
  • Obsolescence Management.

  • Act as the line manager for CISR Supportability Engineering (SE) team members, with responsibility for the direction of day to day activities, workplace Health and Safety, training and professional development.
  • During capture/winning business project cycles, to lead the development of the support aspects of proposals in accordance with customer requirements, typically as (but not limited to) responses to PQQs, RFQs, ITTs, and ITNs.
  • Be responsible for the direction and conduct of defined Supportability Analysis activities (including AR&M) and the timely delivery of outputs in accordance with contracted quality, standards, and formats.
  • Subsequent definition of optimised Support Solutions capable of providing effective In Service sustainability, and establishing viable transition to service arrangements in conjunction with the ISSM and delegated in-service delivery management.
  • Ensure the provision, population and integrity of all data and systems used to provide suitable Logistic Information Repositories for all project and group related information and knowledge management activities.
  • Provide specialist engineering support to CISR in service and Transition to Support projects as directed by the CISR Group Manager (ILS).
  • As the senior SE practitioner, be aware of innovations and developments (e.g. analysis tools, techniques, products and processes) having the potential to improve the existing delivery of supportability related services, or be exploited in the delivery of new products and services.

Knowledge, Experience and Qualifications

Understanding of the MoD Acquisition Operating Framework (AOF).

Fully conversant with DEF STAN 00-600, the Defence Logistic Framework and associated Defence Standards.

Support domain knowledge specifically:

  • Supportability engineering experience in a COTS/GOTS based design/acquisition environment.
  • A comprehensive understanding of the analytical, planning and prioritisation aspects of Supportability Engineering elements.
  • Previous years' experience of electronic equipment support in a maritime environment.
  • Previous years' experience of the ILS proposal development in a defence related bid environment
  • Good technical report writing and communications skills.
  • Formal project management qualification or training endorsement from a recognised professional body (e.g. APM)
  • Preferably a degree qualified, Chartered Engineer or working towards Chartered status within a recognised and relevant professional body. Equal consideration will be given to candidates having an HND/HNC in a relevant engineering discipline in concert with significant and demonstrable track record in the management and implementation of supportability engineering projects.
