A census in the UK is a count of all people and households that is carried out every 10 years. Every effort is made to include everyone, and that is why the census is so important. It is the only survey which provides a detailed picture of the entire population, and is unique because it covers everyone at the same time and asks the same core questions everywhere. This makes it easy to compare different parts of the country.

For the 2021 census, we will need around 40,000 temporary field staff, working remotely across England and Wales, whose role will be to explain the benefits of the census and to encourage everyone to participate - ideally completing their survey on-line.

To meet this aim we will need to recruit the right number of staff where we need them, ensure they are paid accurately, in a timely manner and they are appropriately trained.

We are currently increasing the team who will work on the design, implementation and management of the recruitment, payroll, training (RPT) and HR functions we need for the 2019 census rehearsal and the 2021 census. You will be working closely with internal customers and stakeholders to understand the needs of our commercial team and suppliers; making sure requirements are delivered.

Job Description

As HR Advisor, you will play an essential part in contributing to the success of the census through the management of both contracted and in-house HR services.

A CIPD qualified HR professional, you will have with specific experience in managing terms and conditions of work, high risk cases and delivering in a fast paced environment with a customer focussed approach to supporting staff.

You will:

  • Use your knowledge of terms and conditions to help develop employment contracts, policies and supporting documentation for this unique workforce
  • Balance stakeholder requirements with employment law and civil service requirements
  • Review contract for delivery of SLA and KPIs, managing quality, consistency and auditing the service provided
  • Manage high risk cases ensuring that the advice is timely and appropriate
  • Have experience of managing casework, ideally through to preparation for court cases (preparing documentation, supporting stakeholders and solicitors)
  • Possess demonstrable and current knowledge of employment legislation and best practice
  • Assist with the development of workable requirements for all aspects of the Recruitment Payroll and Training and HR functions.
  • Support in the engagement with, assessment and evaluation of potential suppliers.
  • Work with internal teams to deliver the appropriate processes, technology and resources to support the HR function of the 2021 Census and its tests.

Occasion travel outside the office which may include overnight stays. The requirement for travel may increase when evaluating suppliers and when working with suppliers to define requirements.

During operational periods of the census you will be required to provide cover to 5pm on a rota basis with the team.

Leave restrictions will be applied at key operational times.

Person specification


- Experience of an HR contact centre /shared service high environment

- Experience of working with suppliers and managing contracts



- CIPD membership (Level 5) or relevant experience - Application and certificate
