Health, Safety, Environment & Compliance Manager

£60-90k base plus package

Fife with some travel

Experis are recruiting on behalf of our Client a leading Engineering Support Services organisation for an experienced Health & Safety / Process Safety professional to join their team in Scotland to provide support to a key decommissioning project within the Oil & Gas Sector as well as ensuring that compliance and best practice is adopted in relation to HSE for asset management and duty-holder related within the Oil & Gas Sector.

Initial focus in this role will be planning, compliance and approval aspects of a Decommissioning programme and the Safety Case and Environmental Compliance.

Some key accountabilities of the role are as follows -

  • Definition and implementation of overall management for HSEQ compliance and regulatory responsibilities associated with offshore asset management, duty holder-ship and decommissioning
  • Oversee the preparation / amendment of Safety Cases that will support transfer of asset from current duty-holder to Client organisation
  • Accountable for planning and implementing assurance activities for the project and ensuring relevant stakeholders are advised and aware of requirements and ongoing HSE compliance
  • Monitor work planning activities and evaluate compliance with requirements (project risk assessment and contingency plans, contractors work Programmes etc)
  • Participate / facilitate chair project risk reviews (HIRA, HAZID, HAZOP etc.) when required
  • Monitor compliance with critical processes for onshore resource preparation and mobilisation (personnel selection, briefing and equipment compliance / certification, management of change)
  • Ensure safe systems of work (PTW, ORA etc) are fit for purpose and adhered to
  • Manage investigation of HSE incidents and expedite closure of action points
  • Development of decommissioning process and governance - ensuring full compliance of all regulatory obligations for late life operations and decommissioning

The successful candidate will display the following skills and experience -

  • HSE and operations project management supporting multiple projects
  • Safety Case management
  • Detailed knowledge of UK regulatory framework (Safety Case, Management Regs, PFEER, DCR, Pipeline Safety Regs, HASAWA etc)
  • Working knowledge and experience of the comparative assessment process that informs the development of a Decommissioning Programme
  • Health, Safety or Environmental qualification - ideally CMIOSH and NEBOSH Diploma or equivalent
  • Degree educated in Engineering or related discipline - or demonstrable career experience in a similar safety role
  • Offshore experience in Oil & Gas operations, projects and turnarounds
  • Ability to challenge current methodologies whilst providing fit for purpose solutions and meeting regulatory expectations
