Health & Safety Adviser

6 Month Fixed Term Contract

Based in North Wales

Salary between £31,365 - £37,890 depending on experience Pro Rata


As a professional adviser working across the organisation with some freedom to act and interpretation of legislation/policy/procedures, the post holder(s) will play a role in supporting the Health & Safety Managers & the Head of Health & Safety, ensuring that Health & Safety effectively contributes to the corporate objectives and strategic direction of the Health Board, working within the framework of good corporate governance. The post holder will have expert/specialist knowledge in the area of Health & Safety.

The post holder will assist the Health & Safety Manager to ensure the organisation's defined arrangements for the management of health & safety are being carried out and they will assist in managing the Health Board's statutory and best practice provision that includes; co-ordinating, developing, planning, communicating, training and monitoring in all relevant aspects of health & safety.

The post holder will assist with the work in the development and implementation of a long term, standard & consistent approach to Corporate Safety Planning and will assist with the co-ordination and development of safety related policies, protocols, procedures and guidelines.

Key Responsibilities

The post holder will:

  • Assist the Health & Safety Manager manage the Health & Safety function of the Health Board through the provision of expert and specialist advice on Health and Safety at an operational level.
  • Assist with creating a focus for and the promotion of Health and Safety Management issues within the Health Board.
  • Ensure that serious/adverse incidents are identified and through liaison with the Health & safety Manager are reported to the Health and Safety Executive under the requirements of RIDDOR.
  • Assist with monitoring the activity of the Health & Safety Leads Forums of Directorates, Divisions and Corporate Departments and supporting them on safety issues.
  • Assist the Health & Safety Manager with the co-ordination, production and review of relevant Policies, Protocols, Procedures and Guidelines at Directorate, Division and Corporate levels.
  • Promote the implementation of agreed policy and procedure throughout the Health Board, through advice, support and delivery of training.
  • Carry out Risk Assessments as directed by the Health & Safety Manager and advise Directorates, Divisions and Corporate Departments on carrying out their own risk assessments and analyse outcomes to improve service development and ensure best practice.
  • Give advice and support to Directorates, Divisions and Corporate Departments to enable them to carry out their own inspections of all workplaces as appropriate within Health Board properties.
  • Assist with providing support to Directorates, Divisions and Corporate Departments in the identification of their training needs, the delivery and /or commissioning of the required training as appropriate.
  • Assist the Health & Safety Manager contribute to the management of the Incident reporting system and ensure accurate timely feedback of issues emanating from incident reports.
  • Review and monitor incident reports to identify where detailed investigations or follow up is required.
  • Assist the Health & safety Manager to support the Investigations & Concerns Team, providing them with specialist safety advice as required.
  • Liaise closely with other specialist departments including; Risk Management, Corporate Governance, Investigations & Concerns, Infection Prevention, Occupational Health & Well Being and Fire.
  • Assist with the development and presentation of Health and Safety training programmes including Risk Assessor Training.
  • Liaise closely with the Risk Manager, Senior Investigations Managers and the V&A Case Manager on relevant issues ensuring information is shared, highlighting risk areas and identified trends
  • Represent the Health & Safety Team, as directed by the Health & Safety Manager, at internal meetings and forums.



  • Degree in a relevant subject or equivalent experience
  • NEBOSH General Certificate or willing to work towards
  • Membership of IOSH at either TechIOSH or GradIOSH level and working towards Chartered status.


  • Chartered member of IOSH
  • Masters degree in a relevant subject.
  • ECDL
  • Evidence of commitment to on-going continual professional development
  • Post Graduate Degree level of education in relevant subject or demonstrable equivalent experience

Experience needed:

  • Experience of working in an occupational health & safety role.
  • Experience of carrying out risk assessments and formulating appropriate control measures.
  • Experience of carrying out safety audits and inspections.
  • Experience of working and engaging with staff at all levels in a high-volume transactional environment
  • Experience of internal and external partnership working
  • Experience of using and managing information to determine priorities and demonstrate service levels
  • Experience of preparing & delivering safety training courses.

Desirable experience:

  • Experience of working in a Clinical Risk Assurance Environment
  • Experience of working with senior management including functions and procedures
  • Experience in investigation techniques, staff & patient safety concerns management and risk & risk management, using a range of complementary tools, e.g. Being Open, Root Cause Analysis, and Incident Decision Tree
  • Facilitation/Mediation experience
