About the role

To act as a main point of responsibility and accountability for the delivery of complex products and services that are being created by multiple teams and have high technical or political risk. You will set direction and implement appropriate controls to manage the provision of complex programmes within recognised time, cost and quality standards.

You will be someone who:

  • Enjoys getting things done and uses their initiative to remove blockers and maintain delivery progress and focus on the outcome
  • Has strong interpersonal skills and a track record in building mature multi-disciplinary teams who can deliver successful outcomes
  • Has a breadth of technical understanding and understands the end-to-end journey from idea to working software
  • Understands how to balance incremental delivery with development work and supporting a live system
  • Is good at understanding the organisational context both at a large scale and more local level and can modify your approach accordingly
  • Has the ability to maintain a quality process in challenging circumstances

Essential Criteria:

  • Demonstrable track record in managing delivery at scale on complex IT programmes using a variety of project management frameworks and an ability to adapt based on organisational context.
  • Substantial senior level team member management
  • Substantial commercial experience working with a disaggregated supplier base, contracting end to end for services and working in partnership with suppliers to ensure mutual success.
  • Experience of deriving and managing complex budgets.  Experience of the creation and management of end to end plans, containing complex dependences and multiple workstreams
  • Able to recognise the signs of a project in distress and work with teams on 'get well plans' supporting them through the cycle to successful delivery
  • Significant experience managing senior stakeholders and tailoring communications accordingly. Able to represent their project or programme across the department and potentially across government and with industry
  • Has worked in a systems integration environment before developing familiarity with up to date engineering tools, techniques and technical products (for example Hadoop, Containerisation, continual integration pipelines, autoscaling, cloud hosting etc.)
