Director, Standards and Governance for Technical Delivery

We are currently seeking an experienced and trusted leader to take on the role of Director, Standards and Governance within Office of the CIO (OCIO). This is a senior level position and the ideal candidate is expected to drive the strategic direction of the portfolio and investment governance framework across Technology, strengthen operations, and ensure that key stakeholders are working toward common goals.

This individual will define, implement and evolve a portfolio and investment governance framework that reflects the varied and changing Technology demands. The framework will provide clear and accurate visibility of the Technology delivery program status and will also identify and manage dependencies and impacts across all Technology groups: such as Product Engineering, Technology Operations, Security, Architecture and OCIO.

The role will be part of the OCIO Leadership Team and report to the Global Head of OCIO. The role will ensure that all Technology delivery programs are well-governed, include accurate forward-looking plans and clear risk identification and risk mitigation plans are in place. She / He will not only orchestrate the standards and governance framework and process but also act as advocate for the role of the OCIO in assuring and enabling the delivery of the client technology portfolio.

The role will be responsible for defining and clarifying the delivery approaches and standards for programmes, projects and software delivery (SDLC) across Technology groups, including Program Management Office, Product Engineering, Architecture and Security.

Role Responsibilities

  • Lead the strategic direction of the OCIO portfolio and investment governance framework including successfully rolling out in-depth processes; ensuring objectivity and identifying ongoing improvements.
  • Manage ROI as well as capacity planning and tracking for the Technology portfolio.
  • Implement delivery approaches and standards for programmes, projects, and software delivery (SDLC).
  • Partner with the Technology Leadership Team and OCIO Leadership Team to ensure accountability is clear to deliver to agreed milestones; and ensure governance is applied correctly and consistently.
  • Utilize forward-looking models to provide insight into the impacts of OCIO organization's plans.
  • Develop and implement standards best practices and learning plans to meet OCIO objectives; make recommendations for continual operational and organizational improvement.
  • Manage the daily operating standards and governance activities to ensure OCIO goals are achieved, including hosting regular reviews with key stakeholders.
  • Align with the financial and capacity planning efforts.
  • Drive other ad-hoc tactical and strategic initiatives.

Qualifications and Experience Required

  • Minimum of 10-15 years business operations and planning experience; financial services experience is strongly preferred.
  • IT consulting and professional services experience preferred.
  • Strong program and project management skills including planning, organizing, and prioritizing (PMP or Prince2 desired but not mandatory).
  • The ideal candidate will have worked for companies with engineering organizations and will have a track record of handling rapid growth.
  • Broad current knowledge of business technology applications, current trends in IT (such as Agile, Could and DevOps), and experience evaluating/implementing outsourced solutions and service providers.
  • Bachelor Degree in Information Technology or Business Administration preferred.
