Commercial Procurement Specialist

Overall job purpose:

  • To develop effective relationships with key directorate stakeholders and ensure innovative, competitive and legally compliant commercial procurement solutions are implemented and managed through the commercial life cycle. Being the first commercial procurement contact, you will be key to ensuring that directorates are compliant to business governance process and policy and that the business is compliant with regulations and its statutory obligations whilst progressing at pace. You will develop commercial pipelines of activity that will form part of the Commercial Operating Standards (COS) of the business.

Key accountabilities:

  • Define and implement overall commercial plans including future requirements in conjunction with key stakeholders.
  • Build and maintain stakeholder relationships across directorates providing commercial procurement and contracting advice.
  • Support and develop commercial procurement activities with relevant directorate stakeholders to ensure market and sector intelligence is maximised and emerging and/or alternative technologies, practices and suppliers are considered in all commercial activities undertaken.
  • Ensure commercial solutions and models meet business needs and objectives by constructively challenging directorate requirement(s).
  • Identify pipeline of commercial activities on a rolling 18-24 month basis within assigned directorates.
  • Undertaking value for money testing through benchmarking or other processes
  • Evaluate options to deliver services in house or outsource.
  • Develop re-competition strategy and plans.
  • Embed appropriate and best practice techniques in line with the Commercial Operating Standards (COS).
  • Lead/ support supplier relationship management activities and vendor performance management assessments.
  • Identify and assess routes to market.
  • Apply required regulations and government policy in respect of procurement, managing public money, spend controls and outsourcing amongst others
  • Know and understand the meaning behind our virtues of Empathy, Integrity, Focus, Connection, Speed, Curiosity, Impact and embody them in all aspects of your role.

Essential skills:

  • OJEU PCR15 experience
  • Cyber Security knowledge
  • Data Protection and processing knowledge
  • Contract development
  • Central Government Frameworks i.e. CCS
  • Government Commercial Standards i.e. Operating Standards, Outsourcing Playbook, Spend Controls etc
  • Commercial Focus - experience that has delivered outstanding value for money and great commercial outcomes.
  • Builds Relationships - experience influencing senior internal and external stakeholders.
  • Resilient - ability to identify process improvements which have delivered great commercial outcomes.
  • Contract and supply management- contract management knowledge

Desirable Skills

  • Business Case development
  • Approval papers - internal and external

Academic or vocational qualifications and/or professional memberships without which this role cannot perform

  • CIPS Level 6 or working towards
  • Degree

Key relationships to reach solutions:

  • Across senior team leaders to input into procurement needs
  • Executive group and budget holders for sign-off on procurement activity
  • Third party vendors
