LONG TEST TRACK MANAGER

PERMANENT

Specific Responsibilities

Responsible for the facility and maintenance management of the Long Test Track (LTT) Capability at MoD Pendine in support of Weapon Test and Evaluation programmes. The role is also responsible for developing the facility to meet current and future demands. Ownership of the Test Track Through Life Support Strategy that ensures the Facility is available, safe and suitably maintained for the delivery of trials. Contribute to facility stakeholder management and key delivery milestones. Supplier and contractor management to ensure delivery of key milestones against agreed specifications.

Knowledge, skills and Personal Qualities Required
The ideal candidate will have a sound understanding of both Engineering Design and Aerodynamics; however a sound understanding of one of these areas and an awareness of the other is acceptable.
Professional knowledge gained through substantial applicable work experience, to supplement formal knowledge, in order to apply principles and concepts of own discipline in resolving issues as they arrive. Regarded as a technical 'expert' in their particular field, and an acknowledged authority both within and outside own area of expertise. Accepted as a thought leader with customers, partners and within their own organisation.
Ability to perform complex engineering/technical assignments developing creative, yet practical solutions to customer and maintenance problems, challenging conventional or traditional methods or procedures where required.
Ability to lead and co-ordinate a diverse technical/engineering team compromising varying levels of skill.
Ability to work effectively as a team with other business functions such as sales, project management, commercial, and governance.
Ability to effectively communicate with people at all appropriate levels, both internal and external to QinetiQ, including customers, suppliers and other stakeholders.
An appreciation of various procurement processes including writing request for quotation documents, tendering and creating/agreeing framework agreements is advantageous.

Key Accountabilities


Develop and maintain relationships with customers and partner technical communities to influence and develop test maintenance specifications to be undertaken by QinetiQ.
Maintain programmes against agreed milestones ensuring key programme technical delivery dates are met.
Provide technical oversight on a portfolio of test track maintenance requirements and advise as required on scheduling priorities from a viewpoint relating to the risk of trials/programme delivery.
Keep abreast of emerging advances in technology and wider industry capabilities in the test track area and work with the business development team to understand the future demand for test track testing, to inform future capability planning.
Contribute to the development of new testing approaches, working groups and standards, where opportunities to do so arise.
As required, lead or engage in project delivery, especially those of a feasibility study nature with a view to securing future opportunities.
Provide support to site technical and safety assurance activities.

Essential Qualifications


Honours degree in Mechanical, Aerospace or Civil Engineering or equivalent experience within a relevant discipline or area of work such as the Rail Industry, Defence Engineering/Operations Sector or Test and Evaluation

Desirable Qualifications
Full professional membership of a relevant body or similar accreditation
